A single plan was formulated in 1986 to meet the requirements.  Diploma, Advanced Diploma, Programs and Degree Programs Tertiary level programs should be introduced in selected polytechnics affiliated colleges and universities in specialized institutes started for that purpose.  Subsequent proceedings of the National Policy on Education (1986) program (1992) emphasized that the vocational orientation of the education program enabled secondary level students to choose a career.  That should be sure.
